New York ATV Registration Requirements & ORV Stickers
ATV registration and liability insurance is required in New York State.
ATV permits are valid until August 31 each year.
To register your ATV in New York, you’ll need to submit the following to the NYDMV:
- Proof of ownership (title, MCO, Statement of Ownership).
- Proof of Sales tax payment.
- Bill of Sale.
- Proof of your identity.
- Payment for your registration fees and taxes.
You’ll receive a registration certificate and a plate to attach to the rear of your ATV.
You should carry your ATV certificate and proof of insurance whenever you are riding.
New York OHV Permits for Non-Residents
You will generally not need to get a New York registration as long as your out-of-state ATV is properly registered in your home state.
If your state does not issue ATV registrations, you’ll need to apply for a NY ATV permit.
New York OHV Permit Cost
The cost of a New York ATV permit is $12.50 per year.
ATV & Off-Road Vehicle Laws in New York

Riders under 16 years old are required to have a safety certificate or be under adult supervision to ride anywhere other than their parent’s private land.
Required equipment for NY ATVs include:
- Working brakes.
- Working muffler and spark arrestor.
- Headlight.
- Tail light.
Regardless of whether a particular state or trail requires it, ATV/UTV and dirt bike riders and passengers should always wear the proper safety equipment and helmets while riding.
Never operate an off-road vehicle under the influence of drugs or alcohol.
