  • 2 or 3 wheels. 
  • 50cc or smaller engine. 
  • Top speed of no more than 30 mph. 
  • Automatic transmission with no shifting. 
  • May or may not have pedals. 

If the vehicle does not meet those criteria, it will be treated like a motorcycle for registration, title, and licensing purposes.
